I'm having some issues with colour touch. Is it better to use 1.9 or 4 on pure naturals 6?

Colour not lasting. Ive not used the 4% yet, just wanted to know if it made a bit difference.

I know it means it takes better on white hair , but it really depends on the porosity of the hair . Is it strong hair or naff hair?

hair's in pretty good shape, about a 6/7 base. mainly using it for the conditioning qualities. Although it says 6 is a fairly light brown, it does come out a lot darker, probably more like 5.
However on blonde processed hair going to a six, not sure what vol to use on this?
