Renting space from barbers

Hi,
I wanted to get some advice regarding renting salon spaces and licences.

There is a shop near my house which has been turned into 2 shops, in which the owner uses one half for his barber business while the other shop is empty. It was a hair salon about 4 years ago but no one has been in there since.

I asked the owner if he would let me rent out the other shop as i want to upon a small beauty salon to which he agreed but at £150 a week plus 2 months deposit.

I'm tempted but the shop needs a lot of work done to it which he says will be my responsibility, so will i have to pay him while the work is being done?

Also, as i will need a license from the council, as i will be doing electrolysis and galvanic on site. So will i have to pay him until the council are happy with what they see and give me the licence?

I have only worked from home so i'm clueless regarding how to sort all this out. Also, can anyone give me advice on any contract they had made when renting space?
