I have a client natural colour 6 with a full head of bleach she wants to tone it down but still wants to keep it bright. I thought about giving her a full head of bleach foils and then maybe put a 8.1 base in between to keep it cool toned? Also not sure what I would use at the root with the base with her hair being a 6? Hope this makes sense

I wouldn't put 8.1 over bleach left for full development time you'll end up with a grey sort of colour.
What colours do you use?

If it was me, in wella has this is what I only know.
Apply 10/1 with 12%. If she has a lot of warmth to her natural hair, you could mix 10/8 equal parts, on regrowth,
in the mid length and ends, either colour touch 9/73 20 mls and 5mls i of 7/7. 1.9%.

Sorry, but I don't really understand why you would be putting bleach foils over a full head of bleach or have I misunderstood what you meant?
What level and tone do you want to end up with in the highlights, if you're going for a level 8 in-between? Also, how much root growth is there?
TBH, I don't know loreal at all (trained with Goldwell mainly) and so cannot advise of a suitable tint but my suggestions would depend on how much regrowth there is. You will obviously need to be careful about applying any sort of lightener and not overlapping the bleached hair.

I was going to do her roots with bleach in the foils then apply a base just wasn't sure what base to use. Her roots are about a 1cm
