I got involved in a very big debate about this sometime ago. it envoked a lot of difference of opinions. To be honest most GP's wouldn't issue a letter to a therapist if they could get away with it.
If a diabetic is stable then you should just proceed with caution. I have never cut a client diabetic or not!
Always get your client to sign the client consulation form and if you are in doubt about a client dont do them and refer them to a podiatrist (pedicure only).
I have found that diabetic clients who are on high doses of insulin have more problems with overlays lifting but that is only my opinion.
