Its been weird with mine. I had two accounts, one I set up in Norway and the other a new one I had to do when I moved to the UK. The UK one had been used twice, once an incoming transfer of the balance in my Norwegian Paypal account so I could close that one, then a payment from a jewellery customer. Next thing I get a mail saying the account was suspended. The reason have changed over the months as I tried to fulfil everything they wanted, its been refrozen several times now each time before I can complete the steps asked for previously. I finally managed everything and then had to wait for a postal letter with a final step. Got, that, did what they asked and they turned round on screen with a message saying the details I entered didn't match what they had. It was confirming my home telephone number as a security measure! I know my own number and address, I know what I entered when I joined, yet they say it doesn't match. I cant tell you how angry I got in a split second, I could have broken something, anything, in fury. I decided they just weren't worth it and in the last of many email exchanges I told them what I'd like them to do with my account. During that time the Norwegian one was frozen before I could close it. I tried to unfreeze it just so I could close it and couldn't manage it. I log into the hotmail accounts linked to both accounts now and periodically find mails asking me to complete the security measures or they will close the accounts
The worst thing is that I'm in the process of setting up an online bussiness and find myself in the situation that I need to be able to take online payments, and thats likely to have to be Paypal but I find the prospect really scary as they effectively bought the Ebay selling (basically testing the water for the online venture) I was doing to a halt as most of my sales were international. I'm very reluctant to have to depend on them again. Google now offer a payment service but to use them from a merchant perspective they credit sweep you. I wont pass that as I'm fresh into the country and dont own a house anymore. Its a nightmare.
