Have you tried IrfanView, IrfanView - Official Homepage - one of the most popular viewers worldwide ?
This should let you resize the images and also select the JPEG compression ratio (about 75% is a good compromise between quality and size). |

Thanks for the tip - still hasn't helped after 75% compression - still tells me I have exceeded the limit.AAARRRRGGHHH, 10pm in South Africa, think I'll call it a night and try againt tomorrow - my brain feels like sponge bob! Thanks for the help

Oh, but did you resize the image in pixels? When it comes off the camera, it will be HUGE - but for the web you probably want nothing taller or wider than 600 pixels max. And if you set the compression to 75% but don't resize the image, then it will still have too large a file size to be able to be uploaded...
