I think you should just start practicing and build a portfolio. You don't really need to do a specialist course for make-up in my opinion just experience. I do loads of wedding make-up and its mainly through word of mouth and having a good portfolio of work you can show people.

You could try modelling sites such as Net-Model.com - Online portfolios for Models, Photographers, Agencies, and Stylists. and How To Become A Model - Modeling Portfolios - Fashion, Glamour and Photographic Models - there are often models and photographers on there looking to collaborate with a make-up artist for a shoot, and that way you also have a choice of charging for your work, or doing "time for prints" where you can get professional portfolio pics in return for doing the make-up...
