I am needing to know if anyone out here knows how to do a black nail that is flat, or matte, finish for the base with a glossy tip?

The products we used enable us to do this procedure in a way that lasts (eg I use gellux so it lasts around 3 weeks) but you can simply buy black matt polish and then a glossy polish to achieve a similar short term version

if you look at my profile i have a picture like the one you are describing except in purple.
I used a normal base coat and polish, then after the two layers had dried i used Orly's matte topcoat and then once that had dried I used my normal seche vite topcoat on the tips for the shiny polish. hope this helps.
