Colour not sticking

Had my hair striped from approximately a base 5 to a lovely orange/yellow shade however toner refuses to stick and even after applying 7nn goldwell after 3 washes it's back to a lovely gingery shade at the roots and is lighter mid lengths, hair is surprisingly in good condition. Any help would be appreciated. Thanks in advance
 
Why did you tone with an NN? Seems an odd choice?

None of the toners in ash or pearl would stick so I decided to cover with 7nn in hope the darker shade would stick
 
if it's orange you need blue tone to counteract it.
 
Are you a qualified hairdresser? Colour doesn't stick.

Hi, I already tried the ash toner but after a couple if washes it's washing back out so I'm just wondering if there's anything else other than re-striping my hair that I could do? I don't want to knacker my hair as I've a wedding in a few months and id like to be back to about a 8/9, i think I've just answered my own question and it may have to be a re strip in the long run
 
If it's washing straight out it suggests that the cuticle layer is damaged.
