I've been getting blonde highlights for years now. I went to a new salon to get my roots touched up, which grew out to about 3 inches. The highlights turned out terribly bright and the lowlights too dark. In the end I told her to put an ash toner over it to even it out. I hated it because it turned out too dark. A month later I went to another salon and got a clarifying treatment to remove some of the dark toner and put on a different toner to make it lighter. It's still nowhere near how light I want it to be. What can I do?

Well ash is always going to look darker because it doesn't reflect light much. So stay away from ash. Without seeing your hair or knowing what's on it, there are multiple methods. Most include pre-lightener. Which is not something to be done on yourself. Get yourself to a few good colourists for a consultation.
