My colour's not even

i bleach my hair. When I come to do my roots I always want to tone it afterwards. I want it grey. I've used almost every crazy colour brand and it's seems to really grab on the roots and go either blue or purple. The ends are a nice colour. If I used a proper toner it will take on the roots but not on the ends!
