I have done this in the past, depends on what your trying to achieve. xVx
 
I have a lady tomorrow who has just bought a weave to get sewn in and its a bit darker than her colour at the mo. shes very golden blonde and wants to tone it down to about an 8! but iv only gt 8,3 in permanent. i hve gt 7.3 in semi so i may use tht and just watch tht it doesnt go too dark x
 
I use Wella and sometimes use a permenant mixed with pastelle peroxide to use as a toner. Comes out lovely
 
So it needs lightening if it's darker not a toner, also remember the hair has probably been lightened previously and then tinted, so remember the tint on tint rule xoxo
 
I dont see why not if thats all you have access to, as long your only using a low developer (10vol or equivalent in wella ect.) I presume your talking about toning down the clients hair to match the color of the weave(which is darker) and not the other way round.
