Self employed offer in hairdressers

I'm nearly qualified as a level 3 nail technician (finish July 2016) and have been offered a position in my local hairdressers.

I'm unsure whether to take it or not as I know it will be a lot of work to set up.

The hairdressers already has people who want nails done so there is a start of clients and he wants me to just pay a percentage rather than a set amount each month.

The problem is, is that I would still need to buy things to set up and don't have the money to put into it. Is there anyway to get help from the government without having to set up a business plan, as I have no idea how to go about that?

Also Luke (the salon owner) isn't sure how much percentage to charge and wants me to let him know. Any ideas?
