Trying to grow my clientele, ideas needed

I moved to a new city and started working a a new shop recently and have not yet found a steady clientele Im trying social media ,offer up lol but when it comes to passing cards I give out some but i'm so shy to give them to people .any other ideas or help over coming my anxiety of talking to people I try really hard but don't ever hand out as much as I plan

I tell this to people all the time: If you have a favorite local cafe/restuarant, take some businesscards, write 10% off on them and give them to the employees. Tell them that you're new, and that you'd like to invite them to your place! after this, build up client loyalty and work with those clients and have them be a refference for new clients.
