just wondering why the additives can be mixed into the brisa gels but not top coat of shellac? Is it that its not allowed or because it is so easy to add to inibition layer.?

Because Shellac Top Coat is not a gel! It would throw the chemistry out AND as you say, it is very quick and easy to add to the inhibition layer.

So can you not mix up your own colours with additives and Shellac at all? Creme Puff Shellac with additive for example?

Why does it make a difference to the chemistry of Shellac but not other systems?

I would assume because the clever people in charge of research and development put exactly the correct balance of chemicals in Shellac to ensure it cures correctly. The Shellac technology is completely different to gel and L&P.
That's why we are told Shellac shades themselves can't even be mixed because each shade is individually formulated to have the correct percentage of pigments in to still cure correctly. Don't argue with the science! ;)
You can make infinate shades of additives to apply over the tacky layer of cured Shellac- that's good enough x
