Ash rather than warm

Hi I have balayage and so the top gets rid done to cover some grey. My natural colour is about a 7.1 with no warmth but when I try and cover with permanent dye it always throws out warmth, I have tried 6.1 , 7.1 and with low peroxide 3% and with grey tint, blue tint and even green added and it's still warm . I feel I have run out of options . Have you any suggestions. I am trying to achieve my ashy colour without going too dark. I have tried blue shampoo also. Any ideas or suggestions most welcome. I am a hairdresser but not a colour expert and my hairdresser has also tried all the above . Look forward to hearing from you.
