Baby lights to bright blonde on vulnerable hair

I have a new client with fine hair. She hadn't coloured her hair for 18 months after a chemical cut. Most of the damaged hair had been cut off. She wanted to go back blonde and went to a salon, they gave her a full head of baby highlights, lots of them but SUPER fine. She now has a dull, dirty blonde. She wants a bright, clean blonde!
Any suggestions on how to get her there without damaging her hair? The foils were so fine that picking up the remaining natural hair is near impossible

What condition is the hair in now? Has it been toned?
Thinking if the hair is strong enough use bleach and 3%, or you could use 10/0 +12% in foils or paint on whichever you feel is best. Use olaplex if possible to avoid future damage.
If the hair has been toned prior to the baby lights then just try a cleansing shampoo and leave it on for 5 mins, rinse repeat and this will remove build up of anything that is going to make the hair look dull. Hope this helps.
