Am assuming that you mean Adobe Photoshop, the graphics software?
You may also want to consider other alternatives, e.g. you can download the GNU Image Manipulation Program (GIMP) for free, from GIMP - Windows installers
As it's free, you may be worth having a play around with it first to see if it does what you want before shelling out money on paid software.
If you don't like GIMP, then I believe that it's possible to get Paint Shop Pro for less money than Adobe Photoshop...

Photoshop CS4 (the latest) is £485 +vat from Adobe. You won't be able to get a legitimate copy cheaper unless you're upgrading.
Photoshop Elements 7 ( a cut down version suitable for most non-professional photographers/designers) is £99 + vat.
There are several web sites offering downloads of Photoshop CS3 Lite free - but this at your own risk.
Clearly, as Ruth suggests, there are alternatives - it depends what you actually want to do with the software.

Well the GIMP should be able to do that if you have a play with it... it's pretty powerful and then you will have saved yourself megabucks too if you like it
