Bleach or tint? Which is more gentle?

hi guys, cant decide which is best to use.client has currently copper highlights about a 7 or 8 lifted from dark brown using 3% with bleach over a period of months. but do i carry on with low developer and bleach or tint and 6% as desired outcome is blonde highlights. my brain hurts please help!

What's her natural and what is she wanting to achieve

hi blue, her natural tone is base 4 she put own dark bn on so iv been lifting slowley. she wants to get to 10 or 11 problem is the roots are comming up beautiful but mid length and ends still copper, about base 8. iiv been doing full head foils.
