Bleach seperated?!

Hey geeks! My stepdaughter is an amazing colourist and has been doing this same client for a year. Same treatment. This time she has mixed the bleach as usual and this time it hasn’t touched the hair at all? No lift and the bleach looks like it’s seperated?! Any idea why this may have happened? The lady did say she has recently been really poorly with Covid could this be a cause? Any help appreciated 👍🏼

Any chance the developer has oxidised?
That does look strange. Are either the bleach or developer new?
Did it lift the hair at all?
