Breaking up over highlighted blonde

Hi guys,
I have a lady with over highlighted hair, she feels too blonde and wants to tone it all down. I was thinking of doing a full head of highlights (as her roots need topping up) and low lights and then toning it all down. She doesn’t want anything warm, what low light and toner would you use to create something like this? I use wella normally but open to using other brands

Colour touch 8/71 with a small amount 7/97 for lowlight.
And to tone either colour touch 10/6 + 8/38
Or Illumina 9/ could even do this as a gloss.
