One Squirt form the pump (approx 1/2 a tsp.) in 8oz of water is enough. There is no exact rule about it but as you say it would be foolish to use too much.

There is no need to use purified water. Later on in the prep procedure you will be using ScrubFresh which is a nail sanitiser which will take care of any organisms or pathogens that may be lurking.
