Builder gel on liquid and powder

I have read that you can put build gel on top of L&P, but do you need to put base down first so its going on a tacky layer, or can you put it directly on the set acrylic. Also do you need to file the acrylic to roughen up?
 
In theory this works. Although it will vary brand to brand and be dependent on the liquid & powder base brand...

You would need a 180 grit prepared surface for it to bond to

My question to you... Why would you want to put gel over the stronger and more resilient l&p base??
