Caramel on base 3

Hi there.. I have a client who's currently a based 4. She's asked for caramel highlights underneath and a base 3 on remaining..
What would be the easiest way to go about the highlights? Would it be best to lighten then tone? Somone suggested to me to highlight with bleach then using the colour on the remaining hair to tone the highlighted hair at the basin?

Caramel is a sweet not a hair colour so you need to clarify what you mean by caramel. When a client uses these terms you need to use swatches to be absolutely clear what sort of colour they want as their caramel could be a burnt umber or a deep golden colour. I think of caramel as a yellow based colour so if you use something on a base 3, which is red based, then it’s not really going to give you caramel.
