My friend has asked me for this haircut.

Her hair is a little bit longer than this at the moment. I was going to take a horseshoe section and clip out of the way. Then clipper the underneath. When it comes to the rest what cutting technique and angle would you guys use. Thanks
 
I’d say that’s round layers with graduation.
I’d clip away a small circle around the crown rather than a horseshoe section. Then cut vertical sections pivoting around the circle. That way you can disconnect the top crown section and cut it so those layers lie longer and you can cut into them at the end, as required, depending on density of the hair.
