French Site Stealing Other's Videos?

I was solicited today by a french distributor which I'm assuming is of Quebec?
On their site, there is a page of videos.
In this collection of videos are demos by: Tammy Taylor, Young Nails, and others.

Is this not 'pirating' or infringement of copyright's or something? To use other people's videos for your own profits?

Just wondering.
