I think it is done using a sponge.
However Harmony Educators dont really share this kind of information as they prefer you to book on their courses to be shown how it is done.
 
Hi apply lighter colour first normal app then apply 2nd colour to top part of nail and blend with a corner of a sponge (I was shown this way on a gelish nail art course) the sponge I use are the harmony little hexagon ones use to dry wipe,dab lightly as if your to heavy handed it causes bubbles. X
