Trying to get from the first picture to a more neutral/strawberry blond like the second picture. I think I still need to lift another level or two but I’m lost at how to tone it. I’m using Goldwell products.. so if anyone is familiar with those that would be a big help!

Definitely needs to be lifted more, I'd say you need at least a level 9. I'd only do it if the hair is strong enough, those ends are in desperate need of being chopped off. Generally for a strawberry blonde I always mix like a level 9 copper with a level 9 or 10 red /pink violet tone.
I don't use goldwell so I can't suggest particul shades sorry.
 
Yes! Agreed! We did do a chop of about 3-4 inches already but I’d like to reassess strength next time. Thanks for the tone info too :)
