Grey hair coverage question

Hello!
This is so silly of me but I’m really sitting here questioning myself.
When talking about a colour line, and noting the grey coverage of the colour eg. “covers up to 70% grey hair”
Digging deep, what does this actually mean? Does it means it only covers 70% of the strands? Does it only cover 70% of the molecules in a single grey hair? Does it completely cover everything on someone who is less than 70% grey?

sorry I’m having an existential crisis over here it’s driving me nuts!
 
It means that coverage will be more translucent on grey hair. Tint can’t pick and choose which strands to give coverage, after all. All strands are equal, and each strand will receive a maximum of 70% coverage. Consider the other perspective - the meaning would be that 30% of hair would be left grey and the rest covered/coloured.
