Hard to tan skin

Can anyone recommend a tan for skin that's hard to tan? I'm super pale and I'm yet to find a tan that doesn't shower straight off me whether it be a self tanner or a spray tan. My tan is always nice until I wash off the guide colour

Have you tried St Tropez oil? I love the whole St Tropez range!
Do you moisturise beforehand as that won't let it absorb properly. Try not to shave your legs on the day of applying and make sure you scrub regularly so the tan has a good 'base'.
