How is this done?

I want to know so bad! Was it stamped on? If so what plate? Was it freehand? If so very impressive. Is it a sticker? Transfer? I'm at a loss. Please help me.

Well... If I should create that I would start by using a water decal or foil in a pattern looking like the black on the picture, probably foil actually...
And the water decal or stickers for the little blue design that one of the fingers have, and then I would put rhinestones on top of it...

I guess thats more or less it... It looks hard to achieve, but I think once you try it, it will be easy to get the look..

I would agree that they are a water decal or foil placed over the pink. More likely foil buy the size of the design
