I'm sure you could mix CND additive of yellow with a small amount of titanium pearl to tone it down to get the pastel yellow. You could use the new yellow glitter additive for some sparkle. It's really pretty. The silver is done with a chunky glitter polish. Several coats were applied to achieve the look. I've seen the chunky glitter polishes in Sephora. Essie and Milani also make them.

Here is a glimpse of the yellow glitter additive. It's over Gelish Copacabana Banana. All the colors are from the Gelish Rio collection. The new CND additive glitters were used except over the orange, it's a Martha Stewart neon glitter. The yellow and green glitter additives are

I'm pretty sure I've seeen a post with this exact colour you are after. It was cream puff (shellac) with the new lemon sunshine additive burnished in xx
