I have a client coming in next week who's got full head bleached hair, level 10. She's got about 4 inch natural regrowth base 8 and wants this picture, which looks two toned. Any help would be appreciated.

You haven't provided any ideas or appropriate techniques!
 
I was thinking bleach root area with 20 volume. To very pale yellow, then foil towel dried hair and apply 9/16 toner for clean white blonde then flood rest with maybe 8/38 or 9/38 . For darker softer effect.
Or when bleached. Apply lowlights say 9/38 or 8/38 shade.then flood rest of hair with 9/16 colour touch. I don't want it too warm as the picture has two tones of a cool blonde.

Why do a scalp bleach?
 
Because it looks bleached to me and very clean. what are your thoughts to achieve this?
 
Are you thinking 10/16 30 volume on roots back to back bleach foils with some 9/38 or 9/73 scattered through then 9/16 toner to clean it all up but still look multi tonal?
 
No I'm thinking why do a scalp bleach when its clearly full head foils...

I'd ditch the 8/73 and 9/38 because theres not one bit of warmth in that picture and go with 8/71 as a lowlight

And no 9/16 its got too much depth, 10/6 in ct or 10/69 in illumina.
 
Although there looks to be darker tones in the hair, the movement definitely enhances the shadows in the hair. One thing I have been a fan of recently is after toning, overlaying a direct dye pastelised with olaplex to give the hair a pearlescent tone. https://www.instagram.com/p/BDqhNnDROMD/

Retouched roots with bleach and covered gold bands with bleach and pastel. Washed towelled dry applied porosity spray to hair . Put a scatter of foils in 8/73 +7/0 ct. Pre piggy as i went with /3 perfecton my colour order with the 8/81 and the 10/69 came just after I'd finished her hair so had to use what I had. While foils were in applied 9/16 + 1.9%. . Would apply different if I did again, it was a nightmare. X
