I assume it is normal for people to get hard skin on the perionychium close to the side walls of the free edge....

I have hard skin on my thumbs that I moisturise and apply cuticle oil & the skin still grows back hard. Many people cut or bite this hard skin off which I assume would make it grow back worse?

What works best at getting rid of this hard skin?

No it's not normal, and could be the result of allowing the area to dry out too much and general wear & tear (fingers) when a moisturiser could help.
On the feet it could be a corn/callus in the nail sulcus and they should be referred to a chiropodist/podiatrist. Again moisturising could help.
Biting, picking or using scissors on the offending skin is to be discouraged as this could lead to infections occuring (paronychia).

I usually advise my clients to exfoliate concentrating on that particular area and use Rejuvinator from Creative or frequently moisturise.
