There are many companies that sell ipl machines. They do range in price. Usually the more expensive ones are the ones that come from the main laser suppliers and they are the better ones. The ipl machines that are priced at the lower end are usually not as good. Only you can decide which one is best for you and your client base. The costings for registering with the Quality Care Commission can be found on there website. There is at the moment a registration fee and an annual fee. Ipl's have to have this to operate at the moment.
As regarding purchasing it or leasing it i would ask your accountant which would be best for the business. Ie tax relief or wether the business can afford it. Possibly do a forecast of what potential money you can earn from it.
I didn't find that it have a negative impact on the business as my clients mainly had face areas, underarm or bikini line as they were small areas to treat. I found that it helped to draw more clients to the business and increase trade.

If you want, you can pm me for more info.
