Loose perm on short hair

Hi. I have a client who has shoulder length hair with her layers around 5 inches.

She has had it permed on peach setting rollers as she said the black perm rods were too tight. Now she says the peach setting rollers are too big and it isnt curly enough (2 days after being done)

Any suggestions on what to do?

Is peach next to black? Perhaps alternate, put in one peach then one black, one peach etc.
