Making body lotion

I would like to make my own body lotion, and I would like to know what are the best bases and where to find them (if possible in San Diego area).

in uk, you have to use certified products, then go thro the trading standards prodedure, if i were you, i would deffo use pre CERTIFIED products, otherwise you could come up against some nasty repercussions
