Matte nail help

Just wondering how these nail techs get super matte nails like the pictures. I keep seeing them all over insta and get asked for them a lot. I've tried several different matte top coats and they all turn out like the blue nails (left one) still with a slight shine.
Do you think this is coloured acrylic and then no top?

You can do it not using any matte top coat, paint your nails, cure (do as many layers as you want) then put two thin coats of top coat, clean the sticky layer and then buff your nails gently using a 180 buffer. You dont need to do anything else than wiping your nails with a cleanser or something and you're ready to go
