That's stunning!

Not exact....but the closest i've found is either the first mix called 'Storm' or the 'Iridescent White Rainbow Mylar Cracked Ice' on the same listing.

Maybe you could contact the person who posted the picture and ask them what they used?

Looks similar to the iridescent mixed glitter in clear from Goldleaf Supplies on eBay. If encapsulated in acrylic or hard gel I'm sure would look very similar.
