In the process of building a website.

In order to use links, is it necessary to seek permission from the companies listed in the "Links" page of the site?
 
Can you clarify what you mean?

You can link to any website you like but make sure there is a decent reason to do so as it's taking the visitor away from your site. There are zero reasons to have a 'links page' realistically unless it's collaboratively mutual it's not needed :)

The idea is to give a more rounded website experience and have URL buttons to other sites. Sites which are used for work eg nail product producers, Marketting (sister in law helps with marketting and is US located).

I get what you say about taking traffic away from the source website.

the only time you link "out" is to high status sites like big suppliers and then NHF. Links IN are far more valuable.
