for an assignment at college i have to write about what the environment should be like when giving a manicure treatment.
but the basic thing i want to know is the ideal temperature of a salon?
either in winter or summer, as in the assignment i've already mentioned about air conditioning and heating etc.

what do you think the ideal enviroment should be like??
hot , cold???
what temperature would you like the salon to be if you were receiving a manicure?

not too hot, not too cold. not warm, i suppose just neutral. a comfortable temperature that you can't actually feel if that makes sense.

though i was looking for more and actual degree, but this helps me!

i think you are on the right track!!
not sure but if you look up "comfortable room temperatures" from somewhere you should get some more info

I know that the optimum air-con temp is 24 degrees. Not only for energy effeciency but also comfort.

Salon temperature should be "moderate".
Here in AUS, theres nothing worse than dressing for a summers day (very little), then going into an air conditioned salon and freezing my bollocks off.
Same goes for winter (and having to strip off layers of clothes).
