NSI balance colour over Attraction l&P??

Do i have to put the clear base gel layer over the acrylic before the colour? The acrylic will be rough.

It's not necessary. You'll just end up making a thicker nail enhancement with the added layer. I would suggest using Perma Gloss Prep over the acrylic as an adhesion promoter - just as a safety net.

could i just use the nail bond from nsi (forgot its actual name)

I do not use the Perma Gloss Prep when doing NSI gel colour over acrylic and never had a problem. Just make sure the surface is nice and rough, do not smooth over acrylic. Remember to cap each layer of colour gel. I use Glaze n Go on top rather than finish gel as nice and thin. Hope that helps. x
