generally staff would have treatments free and on day off or at quiet times but you could also say that they can have x y and z free in a month but any more than that and they get a percentage off. One salon i worked at mums were also allowed to have hair done for free and a percentage off beauty treatments.
if you are all off on the same days then you should allocate one night/afternoon or morning a week when they can get their treatments done for free but not paid for their time.
as said before they are your salon and great advertising and is a perk of the job xx
