Problem with hair colour

Hi, client has 95% white hair (3inch roots) with the rest level 7. Lifted hair with colour remover and developer. Used Wella naturals 9/0 + 9/38 (50/50 ratio) with 6% developer. The roots were not properly covered. Is this because level 9 is too light for 95% white hair? Am wondering whether to redo in the level 9 or use 8/0 + 8/38. Outcome required is a soft golden blonde. Any suggestions welcome.
 
Try 9/0 + 8/0 + 9/38 + 6% make sure you apply plenty of prufuct. Re apply after 10 mins :)

Ordinarily when you’re toning bleached hair that has been lifted to a level 9 hair, there’s some yellow pigment already there so if you’re looking for a gold tone, a 9/38 is a good choice.

I always work on the assumption that the white hair has no colour pigment at all so I’d be inclined to drop a level to add more gold, and have probably toned initially with an 8/38 depending on the outcome required.

However, as your white hair has already been toned with a level 9, there will be some gold added so the decision to mix an 8 and 9 together sounds like the right choice for the re-do.
