The first photo ( almost white blonde) is what my clients hair is like now and the other is what shade she would like to go

What would you use to create this shade x

I was thinking of using a 9.01 but I’m not sure if it would come out too ashy

You need to be careful, the clients hair looks very porous. I'd probably pre pig, otherwise you'll get a very flat result. I'd also look more towards a beige rather than ash.

maybe a 9.13 with a bit of 8?

9.13 on its own should be ample just make sure you leave it on for the full development time to let it do its job :)
