Would i be able to use shellac polish over NSI L+P enhancements?

Absolutely, no reason why not. If you client is willing to pay the extra cost, for a uv cured polish, why not.
Standard polishes, however, do last very well on enhancements without chipping which takes less time for you and less cost for your client.
