Silver toner help-not taking at the ends

Hi,
My client has a bleach out (men's, short hair)
I did his roots and then went in with Kenra Guy Tang 8SM and toned
The toner took beautifully to his roots, but went way lighter on the ends.
I then went and used a 7SM and it's still way darker and deeper on his roots then on his ends.
Just wondering how to correct this?
Should I go a level darker and tone his ends again or should I go back and bleach his ends with 10Vol and re-tone with 8sm.

Some of the Hair geek community are still working (Thursday is usually a late night in the UK), so to be fair, you may have to be a little patient while waiting for replies to come in.
 
Hi. Just finished work.
I would of done the roots, diluted the mix, and taken it through for the last 5/10 minutes.
Otherwise I find it only sticks to the newly bleached part.
You could also tone the ends first, then roots.
 
I originally toned the ends first and it still went darker in the root
 
Maybe the cuticles are trashed and they can't hold colour any more, can you try a porosity equaliser?
 
What porosity equaliser would you recommend please ? X
 
I like goldwell's porosity equaliser :)
 
Surf girl Is Goldwell just called porosity equalizer or does it have another name? Do you have picture of bottle?
