That's a very broad question and so is difficult to answer, and as mdskora said, it depends on what system you are using.
Do you custom blend? You could create your own shade to exactly match the clients skin tone. The resulting enhancement can look very natural and very beautiful. Rather than searching for one product which matches is the nearest I would blend your own and get an exact match (if your system caters for this)

Usually people with dark skin have a warm skin tone.
Either CND Warm opaque powder or the Neutral opaque powder.
Seldom is a dark skin tone a cool skin tone.

I am a Young Nails user and I add a smidge of chocolate brown to mine and WOW!!!!! they look great!!!!!
