stupidly i have spilt solar oil over my ibd 180 jewel file, is it now ruined or will it dry out eventually

Most CND abrasives are washable ... I can't say if the one you mention is or not but if it is then wash it in warm soapy water and it will be fine.
Solar Oil is a very light oil and not at all greasy or sticky so if you mop up well the abrasive may be perfectly fine. a 180 abrasive is not a 'fine' grit.
