spray tan not developing

i use Sienna x tan and i have a client who likes her tan to be very dark. I first used 12% on her and she was happy with the tan but just wanted it darker. I ordered a 16% solution especially but when i sprayed her with this she said it didnt really develop. She said she'd exfoliated the night before and didnt put any moisturiser on, and she knows she has to leave the tan to develop so she'd left it overnight. I then offered her a free spray tan to see if it would work better the next time, i first sprayed her with the 16% and sprayed over her again with 12% just to make sure i hadnt missed anything, She looked REALLY dark when i left her but again she said it didnt develop and her skin hadnt changed colour, i cant figure out what is wrong? any ideas would be great!

Totm..hormones..possibly washed with oil based products..?did u see her again after her tan not having developed?sorry for all the questions lol x

Hi, did u shake the bottle? I got my husband to spray me with a 12% and it only developed like an 8%, afterwards i realised i hadn't shook the bottle.

Hi have you checked that the client is not taking any antihistemienes sorry don't know how to spell just that can have an effect on spray tans and they don't develop. x
